Montrose terminates two

Montrose council fired two borough employees at Monday night’s meeting.
Following an executive session that lasted about one hour, borough secretary Annette Rogers and parking enforcement officer Byran Davis were terminated by council at the meeting held Feb. 1.
Councilman Jack Yeager cast the only vote in opposition to Rogers’ termination.
Council voted unanimously to fire Davis, but no reason was given for the termination.
Council also voted to advertise for a new parking enforcement officer.
Streets department head Ken DiPhillips discussed options available to council to fix the crumbling chimney and leaking roof of the current building.
Councilman Randy Schuster asked if water was dripping inside the building.
DiPhillips said the roof is leaking on his desk, in the police area and other parts of the building.
Yeager said the borough ought to completely replace the building’s roof and said the borough could possibly take out a loan for the project.
Councilman Craig Reimel questioned, “But are we willing to saddle taxpayers with more loan payments?”
Schuster said, “I’m not opposed to fixing the roof but there is too much going on right now.”
Council opted to fix the building’s chimney and the leaks spending up to $1,000 on repairs at this time.
Yeager voted against the move saying he still thought the borough should put a pitched roof on the building.
The borough also authorized DiPhillips to buy up to $1,000 worth of replacement windows for the borough building.
Council will also soon be revisiting some ordinances it has worked on in the past, including an outdoor burning ordinance; landlord and tenants ordinance and a Jake Brake ordinance.
The ordinance committee (Yeager, Sean Granahan and Justin Sprout) will be looking at the sample ordinances presented and tweaking them to fit the borough’s needs before council proceeds with the measures.
Council did adopt an amendment to the Act 98 (fire escrow) ordinance that provides for enough insurance to cover the removal of fire damaged properties in the borough.
Deb Nagle, of the Montrose Restoration Committee, approached council about submitting an appropriations request to Rep. Christopher Carney to fund Phase 2 and Phase 3 of the streetscape project.
Council passed a resolution supporting the request for the earmark funds.
Nagle said the deadline for the request is Feb. 12. Granahan said he would help with the application.
League of Women’s Voters Susquehanna County President Juleanne Skinner told council about upcoming Marcellus Shale informational forums the League is hosting at Elk Lake school on Feb. 19, 26 and March 5.
Council also gave its approval to VFW Ayres-Stone Post 5642 for the Memorial Day parade on May 31. The parade begins at 10 a.m. Services follow on the village green.
Bill Freund was appointed to the borough planning commission.
