County buys Montrose property

The county commissioners plan to expand the courthouse office space to hopefully alleviate some of the current crowding and storage issues.

At a real estate auction held June 28, the county purchased a property on Chenango St., Montrose, which is adjacent to the current county grounds.
 
Following a brief executive session held at the June 24 commissioners’ meeting, Commissioner Michael Giangrieco motioned for the county to make a bid on real estate to potentially be used for county purposes. The motion was unanimously passed by the commissioners.
 
Commissioners MaryAnn Warren and Leon Allen voted in favor of authorizing Barnes-Kasson Hospital to submit the grant application through PennDOT egrants program.
 
Barnes-Kasson is contracted by the county to coordinate and provide the county’s Shared Ride services.
 
The program provides free or low-cost transportation to elderly and/or disabled county residents.
 
Giangrieco cast a dissenting vote.
 
The commissioners also voted to sign an agreement assigning the Lackawanna County Single County Authority as the organization responsible for administering and managing drug and alcohol treatment services in both Lackawanna and Susquehanna County.
 
Both counties have had vacancies in D&A director positions since last year and the programs have been administered under the helm of the Lackwanna-Susquehanna Counties Mental Health and Mental Retardation Program since that time.
 
The county commissioners said the approved one-year contract, that runs through July 1-June 30, 2010, was approved by the Pennsylvania Bureau of Drugs and Alcohol.
 
The contract is the first step to forming a joinder between the two counties.
 
The commissioners also voted to sign agreements between the Lackawanna-Susquehanna Counties MH/MR Program and service providers.
 
The county pays $109,000 for the services, with other funding provided by federal and state funding.
 
In total, $2.83 million in services are provided to Susquehanna County.
 
Warren said the local match was based on usage of the MH/MR services.
 
The commissioners also voted to extend Keystone Opportunity Zone (KOZ) time frame by seven years for the Vision 2000 Industrial Park in Forest City. The KOZ was set to expire in 2013. The borough and school district also consented to the extension.
